When you are using the Lead Source 'Interested In' Product Categories as Filter Criteria in a Campaign, if you do not see all the Product Category Values you would like to select, it may be because the Values are Inactive.
This Article walks through how to Add or Activate Product Category Values to be used as Campaign Filter criteria.
You must be the System Administrator User to complete this action.
Click on the Username in the upper-right corner and click on Setup
Under Create, select Objects. Choose Lead Source from the list of Objects.
Click on the Field named 'Interested In'
Under 'Inactive Values', you'll find any Product Category Values that you are not finding in the Campaign filter criteria. Select Activate next to any of the Values you'd like to filter Campaigns on. Continue Activating until all Values are Active.
After completing this step, return to your Campaign, and you should see the Values available in the picklist:
